Rationale:
Freeville School Board of Trustees believes that in terms of the Education Amendment Act August 2001, overcrowding at Freeville School is likely. Therefore, it is necessary to implement an enrolment scheme to ensure that the school continues to serve the needs of local children and provides quality education to present and future pupils.
Purpose:
- To ensure that whenever possible, class sizes stay within acceptable limits with regard to the 1993 Ministry of Education Health and Safety Code of Practice.
- To treat enrolment applications fairly, and within the terms of the Education Act.
- To ensure that there are places for children who have Freeville School as their closest school.
- To ensure children currently enrolled at school will continue to be able to attend.
- To attempt to ensure that siblings of present pupils can be enrolled.
- To respect and accommodate the rights of parental choice, if possible.
Guidelines:
- The enrolment scheme will ensure that there are places for students where Freeville School is their closest school.
- While overcrowding is anticipated, an enrolment scheme which defines a geographic zone for automatic enrolments will be maintained.
- This zone will be defined by studying the natural enrolment patterns of children in the area, while respecting the catchment areas of other schools.
- Children currently enrolled at Freeville School will be entitled to continue should they move from the zone.
- Siblings of past and present pupils will be entitled to attend Freeville School whether they live within the zone or not subject to available places (Priority 2 & 3 out of zone enrolments).
- All parents accepting enrolment of their children at Freeville School are required to support the principles, goals and policies of the school charter, including the wearing of compulsory uniform.
- This policy and the enrolment scheme will be reviewed in May each year, as required under the Education Act.
- The Board of Trustees will assist the Principal to monitor roll trends and enrolments to ensure that the application of the scheme is consistent and fair to all.

Criteria for Enrolment:
The order of priority for acceptance of children shall be as follows:
- Children residing within the school zone (map available from school office)
- Siblings of current children*
- Siblings of former children*
- Children of Board employees
- All other students will be accepted if there are vacancies at the specific class level.
Where there are more requests for enrolment than available spaces, enrolment shall be through ballot and priority order.
* Siblings are defined as sons or daughters, full brothers or sisters, half brothers or sisters or stepbrothers or sisters.
Geographical Boundaries for Freeville School Enrolment
All students who live within the home zone described below
* (and/or shown on themap - available from school office) shall be entitled to enrol at the school.
The Board of Trustees agrees that families will be considered to be within the zone if their properties are within the boundaries listed below (including properties on both sides of the boundary roads):
* Properties on Beach Road extending from Frosts Road to Bower Avenue.
Properties on New Brighton Road from Palmers Road to Stour Drive.
Properties on Palmers Road including Caithness Street, Reg Stillwell Place and Lindis Lane.
Properties on Stour Drive through Brooker Avenue including Priory Close, Azure, Istana Street, Corserland Street, Rebecca Avenue, Kingsbridge Place and Stening Place from New Brighton Road to Travis Road.
Properties on Travis Road from the Bower Ave roundabout up to the point where the cycleway from Stening Place meets Travis Road.
Procedure for Enrolment
- Application for enrolment must be on the form available from the school office.
- Children who move into the zone shall have absolute right of enrolment.
- There will be two ballot dates throughout the year. The ballot dates are in Term 4 and Term 2. Regardless, parents of children who turn five in the following year, and who propose to seek enrolment at Freeville School are asked to complete an application for enrolment. To assist with the school’s forward planning, it is preferred that applications be lodged with the school office by the end of September 1 for the following year.
- At each ballot date all prospective enrolments for the following two terms are required. This will be advertised at the start of Term 2 & 4. A place will be reserved in the school for those children who meet the enrolment criteria and whose applications are accepted.
- The ballot must be held within two weeks of the closing enrolment date and will be under police supervision. Those who do not get on the list for the next two school terms are listed in order on a waiting list.
- Proof of residential address may be requested in order to confirm enrolment.
Delegation:
Responsibility for the implementation and operation of this scheme is delegated to the Principal.
Conclusion:
The Board of Trustees has a responsibility to develop and maintain the best possible teaching and learning conditions for both teachers and pupils. To this end an enrolment scheme will ensure the learning opportunities of children in the Freeville community are protected. Applications for enrolment will be considered using criteria above and the decisions of the Board will be final.
